In that case, then there's plenty of them available, freeware ones, too.

For DOS (aside from DOSSHELL), there's a small (26k) freeware program called
PC Valet that does quite a bit of what DOSSHELL or Midnight Commander (aka
Norton Commander) for Linux does.  I use DOSSHELL for serious work, PC Valet
for fast, small projects.  Midnight Commander is great for Linux, but for
quicker action, I prefer the Linux prompt.  MC's "mcedit" editor is my
favorite editor under Linux, although I use the default Pico under Pine.

Perhaps the combination of too many interactive CLI and GUI elements would
result in an OS that allows too little outside program development.  If
that's the case, then maybe a basic CLI interface (with a shell or two for
more GUI-like activity) is the best non-restrictive, open developers'
environment.  In that case, flexibility would be more important than
integration for DOS and Linux developers.
