Paul, The City add the the building footprints to their open data portal in order to have it add to OSM.
Also the City of Ottawa uses OSM: http://data.ottawa.ca/dataset /sledding-hills Ottawa Hydro which is owned by the City uses OSM. https://hydroottawa .com/outages/info/outage-centre Let's move on.
