I must admit I'm with DaveF on this. It's immaterial to me whether
previous proposed routes were added to osm; this does not feel to me
like osm data, what with it not yet existing.
But... I presume there's been some previous detailed discussion thread
about all of this, since it's quite a significant "object" UK-wise?.
