'Usability' is an HCI term. See: http://en.wikipedia.org/wiki/Usability In this context user confusion (and clutter) would tend to count against usability. Obviously other factors apply. And whether a particular feature makes a significant impact on the usability of a site is a different matter to whether it is itself usable.
