Agree, but you wouldn't test against a landuse polygon anyway, you'd test against an urban area polygon. Abutters is just a reasonable shortcut to flag up the handful of urban unclassifieds for those who find testing against polygons (or looking them up on websites) unreliable, or too much like hard work.
