Obviously there are many exceptions to your rule, like the TIGER import.
It's just my personal opinion. I live in an area without satellite
images and imports and everything that's in osm is surveyed, do I didn't
have any personal contact to the phenomenon of dead imported data, it
just seems plausible to me.
