I mean if the military are keeping the site a secret and the building has a
sign on it "Welcome To Mr Smith's Toy Factory", then that is what it should
be mapped as because on the ground it says it is a toy factory. Local
knowledge may say they never see toys coming out of it, only
military personnel, but that is it.

I know there are real examples, but I can only slightly remember the
details of one.
A solider was posted to guard a radio mast on top of a hill. He would come
down to the town to have dinner in a restaurant or what ever. People would
ask him why he was posted there. He'd totally deny that there was a radio
mast on the hill. Well the mast is pretty obvious from hills around, so
everyone knew why he was there.
I can't remember if he still denied it once the country was no longer
under communism and war-focused.
