In my experience it's used by people wanting a bit of quick help checking a part of the map or tagging suggestions, or helping counter some vandalism, or general commentary while mapping. The channel tends to be largely quiet, and the people who hang out there seem happy to help. I've never seen it as a hotbed of uncountered policymaking. Ian.
