Often people may think that they speak English, but in fact they do not speak it good enough. English seems to be an easy language, but it is as difficult as it gets. Its real complexity is in numerous idiomatic expressions.

I would say a person speak English if she/he sat and passed the exam for the C1 or C2 level certificate. For example, CAE or CPE. It would be interesting to know the statistics of how many people in the continental Europe have got the C1 or C2 levels.
