The problem, as you can see down here, is that the driver for Cirrus chipsets in XFree86 4.x doesn't support the older ISA chipsets like the 5420, which is why it isn't finding anything. To use that card you need to get the old XF86_SVGA server from version 3.3.6, which should support it fine including acceleration. You shouldn't need to change anything else.
The package in debian for that is xserver-svga, and I believe the debian X setup script will generate a working XF86Config for 3.3.6 automatically.
