Several years ago, we allowed student email.  By Thanksgiving, it was such a problem 
that we removed all email accounts for students.  The students would waste time 
between classes checking email from a student they just talked to in class.  The 
computer labs were not being used for educational purposes.  Students were not happy a 
first, but now is it accepted practice.  We also block all web based email as well.  
Many students have email accounts at home, along with instant messaging.  It is not 
the purpose of the school to allow students to be entertained by having an email 
account at school.

We do make exceptions for teachers who need a student to use it for educational 
reasons -- I closely monitor it.  Foreign exchange students are also given an email 
account.

We have also had problems with teachers and other staff sending jokes of the day, 
gross pictures, etc.  I finally told all email account users that if something comes 
in their email that is inappropriate they will have their account closed.  My test for 
inappropriate message, joke or picture is simple.  I will print it out and give it to 
the building administrator to see if it is educationally appropriate.  Disputes as to 
what is appropriate will be forwarded to the school board (at the public meeting) for 
final approval.  As a result, I don't receive forwarded junk anymore.  If a teacher 
gets junk, they read it and then delete it.
