Is there any harm in just sending a handshake packet to the peer's LAN address, and trying the external address if there's no response from the LAN address? Initially this seems like a security risk because it could reveal that you're running a node, but in fact an eavesdropper on your LAN can see all packets regardless of whether they're addressed to local or remote peers, so I'm not sure any extra information is revealed.
