Yes, sorry, I did but I am currently on vacation in the US and only

Basically when we all (and this includes us here on the list) agree that
the archive/package is ready for public consumption.

Sure!
It should all be the GPL stuff so this should be fine.

Not really.
Well the idea is that the archive provides everything needed. We have
the chance to review it before they put it up for public consumption. So
it is also on us to decide if this is complete enough or if Vodafone has
to go back to their supplier and ask for more details (like the above).
