Hmm, it has been a while since I did this, but I remember extracting the contents of the Windows XP ISO to disk, modifying the .sif file, then creating a new ISO. There are instructions online, but the key is to either download or extract the XP boot sector information off of the existing CD/ISO so that when you create your new disc, it actually does what you want it to do.
I believe I used a free tool called, ISOBuster or something like that to get the boot info off of the existing CD.
