How would this law affect the CBSP project?

Would Rafal and Mark Gee have to get permits for specific caves for
specific weekends?

(Personally, I'm glad I'm not y'all in having to deal with this new
law/paperwork/bureaucracy/hassle!)

Key part of the law is the first section:

"Sec. 201.011.  PERMIT REQUIRED.  Authorizes no person to excavate,
remove, destroy, injure, alter in any significant manner, or deface any
part of

a CAVE OWNED BY the State of Texas,

  unless the person possesses a valid permit under Section 201.012
(Issuance of Permit), rather than unless he first obtains a valid permit
under Section 201.012."
