This comment of Bill's needs clarification, especially in
relation to my own statement that people can freely reproduce my
posts without first asking me for permission. I was referring to
posts which I had first chosen to post _to_ TIPS, which I
consider a quasi-public forum.

However, Bill seems to be referring to posts sent privately to an
individual, which that individual then posts to the list. In my
opinion, this should never be done without the express permission
of the individual, not only on legal grounds, but also as basic
netiquette. I don't think there's any question about this.
Private posts circulated without permission could be very
harmful.

Perhaps Bill meant to say "forward someone's message _from_
TIPS", in which case I would agree with him.
