No router should lose it's configuration when power goes out. If it does
then something's wrong with it.
It might be that the ISP connection *to* the router is misconfigured.
Possibly something like a DHCP or PPPOE config issue between the equipment
in his house and the nearest ISP equipment.
One simple solution would be to put the router and the ISP modem onto a
small battery-backup UPS. Something like a router would only need the
smallest of UPSes. Likely to be found on sale during the holidays for
around $50 or less.
The actiontec isn't all "that bad". If it's running out of TCP sessions
then someone inside the network is running something that burns through
them. Under normal use it should not have much trouble. I've had one for
two years and I put QUITE a lot of traffic through it (including Tivo
running netflix) and never have trouble with it.
