The requirement to tell Tomcat where your document base directory is has
nothing in particular to do with DBCP -- it is a requirement in order to
install *any* web application on Tomcat.

You tell Tomcat where the document base directory is by using the
"docBase" parameter of a <Context> element.  As documented at:

  http://jakarta.apache.org/tomcat/tomcat-4.0-doc/config/context.html

you can use either a relative path (resolved against
$CATALINA_HOME/webapps) or an absolute path to your web app directory.
But if Tomcat can't find this, nothing at all is going to work.
