Toolserver's way of doing things is very individualized. It doesn't
promote collaboration, and it leads to tools disappearing when a
user's account is disabled.

The model in Labs is fundamentally different. Tools, bots, etc. are
meant to be managed by a community, rather than an individual. That
isn't to say that tools and bots can't be created and managed in
exactly the same way as it is in Toolserver, just that it's highly
discouraged.
