There are various ways. The FLAC Frontend utility that comes with flac (flac.sourceforge.net) will do it. So will dBpoweramp, and foobar2000 may do it as well.
After you've converted you'll need to use a good tagging program to add tags, because the WAV files probably won't have them. If the filenames are sensible then adding tags is quick and easy with something like mp3tag.
