It's (a) the total number of files on the media, and (b) the amount of free space on the media. SBS/LMS scans the entire contents of the USB or SD media, and it also has to write the database to the media. So for purposes of testing, it's best if the SD card has only a few music files, and perhaps some cover art, and nothing else. This isn't a requirement, but it does help isolate the problem. And it _is_ a requirement that the media have sufficient free space, which should be the case if the contents are only a few music and cover art files.
If you already did your tests that way and it didn't work, the second thing to consider is to be sure that your SD card is writable. For example, a lot of SD cards have a little slider that puts them in read-only mode.
