I have seen land owners do this many times. Change a zoning just a little by claiming to build a doctors office. The office never gets built. Land owner comes back in a year and wants another rezoning to build a huge hotel in the middle of private homes. IT happens all the time with sinners and I guess with Mormons too. Mormons and sinners have a lot in common.
