Kevin, I assure you the PH was restored on the date given. I used to celebrate this even as a boy, with others who had been ordained to the A PH. The priesthood after the order of Aaron as it exists in the LDS church today has many parallels with the same PH as it was in OT times.
Example: The office of Priest was reserved for the descendants of Aaron, who exclusively had the right/privilege of administering the animal sacrifices. The lower officers, the Levites, were generally not allowed to do this. They did support activities in and around the temple, such as preparing the fire, keeping the wood and incense in supply, etc. . Today's Priests, although they are not required to be of the lineage of Aaron, administer the Lord's sacrament/supper. The lesser officers, the Teachers and Deacons, support the Priests by preparing the sacrament, passing it, etc. But they are not allowed to actually administer to it with the prescribed prayer. The date of the restoration of the Higher PH was never recorded. It would have been great if it were otherwise. A slip-up, I supppse. I am sure having read Mormon Doctrine, by McConkie, you already know the answer to your other question--so why are you even asking?
