Hello tz Database Maintainers, I am writing to bring to your attention an official announcement from the Province of Manitoba, Canada, regarding a change to its observance of Daylight-Saving Time.
On September 17, 2026, the Government of Manitoba announced that the province will move to permanent Daylight-Saving Time and will remain on UTC−05:00 year-round. We would appreciate consideration of this change for inclusion in an upcoming tz database release so that organizations can prepare and validate their systems before the effective date. Given the effective date is expected to be November 1, 2026, organizations have a relatively short window to prepare and validate systems that depend on the tz database. Could you please advise whether this information is sufficient for evaluation and, if so, whether there is an anticipated timeframe or planned release in which the America/Winnipeg change might be included? Any guidance on expected release timing would be greatly appreciated to assist with planning and testing activities.
