Yes, when Manitoba publishes the Order in Council we should document it
in our commentary. In the meantime I installed the attached, which
updates the source data to reflect the official date and which documents
a link to the procolamation. The idea is to publish a new TZDB release
very soon (after a brief review by tz readers), even if Manitoba takes
its time to publish the OiC.
Although the attached patch does not affect TZif output files, it will
do so after we remove the temporary hacks for Canada in a subsequent
release.
