I note the CBC's use of the word "says" twice, presumably due to a similar lack of publicly-confirmable details documenting the change. Looking at the photo of the premier holding up the documents, if I squint at the titles I can convince myself that the one on the right could say "Order in Council" and the one on the left could say "Décret" (the French equivalent). While that can act as a hint to us as to where the actual order should appear, the photo as posted is far too blurry to actually discern any actual details. https://i.cbc.ca/ais/aa4d314a-4ef5-46d1-af85-2078555948ce,1790370075163/full/max/0/default.jpg As far as I know, that proclamation has not been signed yet. <https://web2.gov.mb.ca/laws/statutes/index_procs.php> doesn't record any signings since September 9. For what it's worth, that page currently states that it is updated through Saturday 26 September; if that is indeed accurate, any proclamation signed on Friday 25 September should be there, but this one isn't. This is not to say that it won't appear there soon anyway, but as the documents shown in the CBC photo also look a fair bit different from the typical proclamations and OiCs posted online, it's worth considering that they could be related documents or an earlier/later form.
