Even ignoring the obvious security problems inherent in running the full application as root, Wireshark's design suffers several bugs when run as root user. It is quite possible to capture packets without full root permissions: you just have to follow the instructions in the file [1] (included in the wireshark-common package). I realize this isn't exactly discoverable - I've had a few talks with upstream already, and the process should be much more obvious in future versions.
