No, but it *is* a place for someone who wants to work on Qt/KDE packaging to coordinate their efforts with people who are also focused on Qt/KDE packaging. I didn't read it as "please leave #ubuntu-motu" but rather, "here's a suggested place to go (in addition to #ubuntu-motu) to get in contact with people who have more knowledge of the specific idioms of the package you're looking at", but perhaps I'm extending the benefit of the doubt too generously.
