1. You will be partitioning during setup to create swap partition
anyways.  You can also establish a storage partition separate from your
OS partition at that time if you want.  Upside is that it gives a little
more "separation", downside is that resizing partitions to move your
free space around is more difficult than just letting your data folder
grow.

2. No, OS drive doesn't have to be ext3.  If you put OS on a separate
partition or drive than data you could format each with a different
file system.  

3. Windows computer doesn't care what file system is in use behind
Samba since Windows doesn't read/write to the drive--the underlying
Linux will be doing the reading and writing (and arithmetic!) with
Samba as the "translator".
