Faster hard drives are generally more noisy than the slower ones, that
means that newer hard drives are not necessarily quieter.... If you buy
"Cheetah" drives or the ones with high rotation speed and lower latency,
you also get more noise.....

If you want silent drives you should buy 2.5" drives with the lowest
possible rotation speed, meaning the slowest possible drives ==:-O
