I can't speak for moving a system from one machine to another, I can however tell you what I did when I moved over the users folder. This involved 3 hard disks/partitions. While in OS9, I formatted my new drive that will end up with the new install of OSX. I copied the entire Users folder from the old OSX install to the new drive. I then simple installed a new OSX system on the new drive. When it asked for the user/pass, I simply used my old user/pass from the last install. The OSX system automatically latched on to the related 'old' user. It was transparent and I still had all my prefs and such!
I've also used this to my advantage to upgrade to a newer system version or repair a screwed up one by doing a clean install of the OS next to a current install then deleted the old system folder.
