The performance of anything on OS 8 and 9 is tricky. The cooperative multitasking model really hurts for anything CPU-intensive... and that includes web browsing... because where a program on OS X can just get about its rendering and then shovel the bits down the pipe to the video card, under OS 9 it's gotta remember to tap the OS on the shoulder every fraction of a second to keep things like the network stack running. I've got a 233 MHz 604e CPU (UMAX CPU card) and a Matrox Millennium in my 7500 and it's fast enough to run Riven full-screen without lag (the 180 MHz 604e I was previously using hadn't been), but it's still jerky on the web. With a PDS video card and a fast enough processor the 7100 should be no worse. I'm really tempted to try shoehorning OS X into this and see if it's any better. I did boot OS X on it once, when I only had a 132 MHz CPU and 128M of RAM, and while it was really slow opening windows (and took 20+ hours to install!) it was reasonably responsive in windows already opened.
