Mac OS X 10.4: Where is StuffIt Expander?
while Tiger's Help says to use the File -> "Create Archive" command in Finder. So I guess zipping and unzipping is built in at a low level, to be accessed through the Finder (menu or mouse command to zip, double-click to unzip). Yup, that seems to work. I see no sign of a separate utility for archiving, but it may be lurking somewhere. The Finder seems to know the zipped thing is a zip, and takes away the option to zip it further. Even if you delete its suffix of .zip. But not if you forcibly change the suffix to something else like .doc or .html. Guess that's the limits of metadata.

What does Tiger use for expanding ZIP files, then? I'd like to know because it looks to me like that's the component that's actually responsible for this new Dashboard problem everyone's talking about. The widget is downloaded as a ZIP file, so Safari is probably NOT doing the install directly.
