Safari and all other browsers can be set in Preferences to Not open downloads. You might also set your browser to not let applications to install themselves.

That's already there in Panther.

And the web page doesn't tell you where the application it's using or the
preferences that you use to control how it will expand the file are stored.

If Tiger's version of Safari really calling Finder directly, then that's
really bad news, because it's absolutely critical that the content of
ZIP files are not automatically run, even if the "zip" component thinks
they're safe.
