If they are upgrading to Tiger machines they will seriously be considering CS Pro suite anyway against cost of purchase on Quark upgrade and they'll still have cash for other things. IMHO

Only OS 6, 7 and 7.5.3/5 are free. All the rest of Apple's old OS junk still has to be paid for. I have clients still using OS 9, or still using Apps which need it or Classic (such as earlier versions of Quark Xpress). The print trade is very conservative, in the UK at least. So it's an issue for people who are half-converted to OS X. This might put them off upgrading to Tiger machines.
Why? If they're using OS 9 they already have the copy they're using. They
can bring it with them when they upgrade. If they don't have a copy, what
are they using now?
