not to fuel the fire from the previous discussion, but this situation works fine if <a href> is used instead of <html:link>

hopefully that will help anyone else that was attempting to do goofy form submissions using links. ;) and
As you can see here, Andy, we saw essentially nothing of what you sent, because you have to use escape characters for the HTML. However, <html:link> can provide exactly what you provide with <a href> so that cannot be the problem.
