Struts EL is for Servlet 2.3 containers only (provided to give people the opportunity to start using EL before it was included in the standard for containers) - you can't use it in Servlet 2.2 and you don't need it in Servlet 2.4 (its part of Servlet 2.4/JSP 2.0 Spec).
