There's a lot more to it than just this. A bunch of the people who are working on it are committers, (myself included), so I think we're a little more biased towards using existing Apache resources. I would also expect some progress with respect to docs editing soon anyway. I would suggest bringing this up on the -dev list if you're serious about suggesting some alternatives -- most of the discussion about any work on the docs happens there, and that would be the place to watch for announcements of anything "new" happening.
