you saying that this function does not work? If yes then we have a major
problem as printing shops often require CMYK to properly render colours
on the presses.

All internal representations of colors on OutputDevices within vcl (windows, printers, PDF) are device RGB based. The CMYK color you choose is internally represented as device specific RGB. The dialog you mention allows you to enter CMYK values which are then subjected to a transformation into an idealized RGB color space. Like btw. most other applications that allow "CMYK" colors also do.

Lastly, if, after some more investigation, it is proven that OOo2.0 no
longer supports CMYK, please enter an issue into Issue

What do you mean "no longer" ? It never did.
