Here is the reply I received to a very similar question:

I routinely create documents in English, Spanish and Italian.
Is there any document property that would identify which language
the documents use? I have installed the Spanish and the Italian
dictionaries, but when doing a spell-check I always have to
wait until it finds an error (usually the first word) and then
manually change the language.
I am running OpenOffice.org 1.1.4 for Windows under OS/2.
"Edt" -> "Select All" then "Format" -> Character -> Font and changethe lang.
You can of course select only a few lines or paragprahs and change the lang
when using ,multiple langs in the same doc.
