Dragging and dropping a single cell is easy if you know how to do it, otherwise it seems impossible. Here is how:

1. Click on the cell you want to drag.
2. While holding down the mouse, drag to select one or more additional, adjacent cells, then DRAG BACK so that only the target cell is selected. 3. Release the mouse button; click again on the highlighted (target) cell. Now you can drag and drop it.
It seems that the matter has not been fixed. There is this later issue which has been marked as "wontfix":

I looked at the attachment: http://www.openoffice.org/nonav/issues/showattachment.cgi/23715/OpenOffice_1_1_4_sc-i3875.diff

It means nothing to me. I could not find an issue for the version 2.0.x series. It may be timely to file one.
