The source of this is indeed difficult to spot. It's at http://www.openoffice.org/contact.html . There are two links to the Users list on that page: one has "subject=[moderated] YOU MUST GIVE A SUMMARY HERE" and the other just "subject=[moderated]".

It's worth noting that this is on a page headed "Contacting OpenOffice.org", which may well explain why so many posters think they are contacting OpenOffice itself in some sense, not a group of users like themselves. Perhaps they avoid the "Free Community Support" at http://support.openoffice.org/ , preferring the idea of contacting the organisation - and then think they are.
