If someone sends 1,000 copies of the same email to all of the users on the same organization (cc,bcc) the message is stored only once, with pointers to it. It may not do everything you are looking to do, not sure. Just pointing out that Microsoft has already started down that route to some extent and they may end up using SQL even.
