The MTA can use RBLs and refuse the mail based on connecting IP listd in
RBL, without the need to receive mail itself, but Ted is argiung against
this (so are many others).

There are other possibilities - you can check HELO string, connecting IP,
DNS, multiple RBLs etc - all without receving the mail, before the DATA
phase, when SA can't be used (SA needs the mail).
