I do not doubt that there are places where users can get a proper Apache, but I guarantee if we provide binaries via tigris that requires this, the lists will be flooded with users having weird problems because they did not know. Even though some people do not like it, this is why we bundle Apache with the CollabNet binaries. The installer does little more than unpack to a location and add to PATH. You can add /S to command line to run it silent as well as specify the location.
