One thing I learned by trial and error is that accessing the internal web site by name behaves wrongly, but accessing it by IP behaves rightly! Also, I must be wrong about the cookies being enabled/disabled anyway. I did the IE9 trace Ameer suggested, and it was revealing. It appears the cookies are conditional depending on how the server is accessed.
