I'm not sure what technology they'd have you switch to... you're already
using IIS. Actually, a switch to Apache httpd would at least allow you
to use mod_rewrite to do something like lowercase all URLs.

Is there anything like mod_rewrite for IIS?

I suppose another option would be to hack Tomcat's classes to use
case-insensitive URLs for a lot of things. I think you'd end up patching
a /lot/ of things and probably never get them all. :(
