My laptop battery is Li-Ion and it's life has decreased in recent months
so I finally looked this up.

"They [Li-Ion batteries] have no memory effect and have long life cycles
and excellent discharge performance....and may demonstrate a drop in
performance if charging and recharging voltages are not controlled
carefully. Charge control circuitry is required for virtually all
Lithium-ion applications."[1]

So I guess it's bad charge control circuitry. Dang EE's, oh wait...
