I doubt that the Japanese military ever got around to publishing the
strike targets that they meant to hit but accidentally missed during
World War II, but I could be wrong.  I don't think that world powers
make it a habit of announcing what they meant to do, but failed to
execute successfully, during wars.  IANAH (historian).
