Furthermore, over a year ago when we tried the uug-free list, it utterly 
failed to generate anyone that would actually use it for it's purpose despite 
several lashings from myself to enforce the use of it.  I stopped caring 
because it appeared that the majority of posters were going to to whatever 
they wanted.  See the bottom of:

It failed then, and I seriously doubt it will succeed now when the number of 
people that actually use it is very small.
